The Internal Troops are granted the right to detain these individuals

Military personnel of the Internal Troops will have the right to detain persons who have committed an administrative offense or a crime, or are suspected of committing one, or against whom a pre-trial detention measure has been chosen, who are wanted, or who have escaped from a correctional facility.
Modern.az reports that this was stated in the draft law "On the Internal Troops of the Republic of Azerbaijan" discussed at today's meeting of the Milli Majlis Committee on Defense, Security, and Anti-Corruption.
Also, persons who have violated the regime of a state of emergency or martial law, a social emergency environment, as well as the legal regime of special operation zones conducted against religious extremism and terrorism; persons who have attempted or succeeded in illegally entering objects protected by the internal troops are also included in this list.
It should be noted that detained persons must be immediately informed of the reasons for their detention and their rights must be explained. Detained persons must be immediately handed over to the nearest police authority. In case of medical necessity, first aid must be provided to the detained person.
