The Supreme Commander in Chief will exercise general control over the Internal Troops

“The Internal Troops currently have military units in five cities and nine districts within the territory of Azerbaijan. Additionally, the Internal Troops have special purpose detachments consisting of special purpose military personnel. Currently, there are 9 Special Purpose Detachments of the Internal Troops”. 

Modern.az reports that Arzu Naghiyev, Chairman of the Milli Majlis Committee on Defense, Security, and Anti-Corruption, stated this during today's committee meeting while discussing the new draft law "On Internal Troops".

The committee chairman noted that in the new draft law "On Internal Troops," the directions of activity of the internal troops have been clarified and expanded:

“In the new draft, concepts such as internal troops, combat equipment, active protection and personal protective equipment, physical force, special weapons, and others have been established. Additionally, the presented draft outlines the powers of the p determined by the relevant executive authority regarding the activities of the internal troops, and measures to ensure the activities of the internal troops. 

The draft lists the powers of the commander of the internal troops, and includes provisions regarding the financial and material-technical support of the internal troops, and guarantees for the safety of military personnel of the internal troops and their family members. According to the new draft, a provision regarding the commander of the internal troops being a deputy minister of internal affairs has not been included. However, the current Law stipulates that the commander of the internal troops is a deputy minister of internal affairs.

According to another proposed article, general oversight of the activities of the internal troops is to be carried out by the Supreme Commander-in-Chief of the Armed Forces of the Republic of Azerbaijan, while internal control is to be carried out by the head of the p (institution) determined by the relevant executive authority and the command of the internal troops”.
